EU PPWR Packaging Scope, Duties and Timeline

Use this hub to classify packaging under Regulation (EU) 2025/40 and route the work into packaging specifications, supplier requirements, artwork and digital-label updates, conformity records, and evidence for recyclability, recycled content, PFAS, minimisation, reuse and refill.

Regulation (EU) 2025/40 was adopted on 19 December 2024, entered into force on 11 February 2025, and applies from 12 August 2026. The practical answer depends on packaging type, material, sales channel, operator role, and secondary legislation such as delegated or implementing acts.

Turn PPWR packaging decisions into owned implementation work

Use this hub as the shared entry point for PPWR scope, redesign, supplier, artwork, labelling, reuse, refill, and evidence work. Route confirmed duties into ESG Compliance and keep the supporting legal, product, supplier, and technical records in SSOT.

What this unlocks
  • Start with one packaging unit, packaged product, channel, material, and operator role before assigning PPWR work.
  • Use ESG Compliance to manage recyclability, recycled-content, reuse, refill, minimisation, and reporting work across accountable owners.
  • Use SSOT to keep legal interpretation, technical documentation, supplier data, label records, test evidence, and approval history together.
  • Escalate delegated-act, implementing-act, exemption, or Member State questions against current official sources before release planning.
