Overview

A transmitter qualifies for China's micro-power short-range radio equipment route only if the finished configuration matches a catalogue category and every attached technical and use condition. Qualifying equipment does not need a radio-frequency-use licence, station licence or radio transmitting equipment model approval under MIIT Announcement No. 52, but the manufacturer or importer must still meet product-quality, standards and instruction duties, and the user must follow the interference and operating conditions. Catalogue test

A device is not micro-power merely because its output is small. Match the finished transmitter to a named catalogue category, frequency, field-strength or power limit, bandwidth, duty cycle, antenna, temperature, voltage and use condition. The eight category groups are general micro-power, general wireless remote control, wireless microphones, civil metering, biomedical telemetry and medical implants, 2.4 GHz digital cordless telephones, industrial wireless remote control and model radio remote control. For example, 2.4 GHz or 5.8 GHz operation qualifies only through the applicable F-class or G-class catalogue conditions; ordinary Wi-Fi or Bluetooth capability does not establish the exception by name alone.

  • Keep the catalogue item and test configuration with the model file.
  • If no catalogue item matches every condition, treat the micro-power conclusion as no or unresolved and assess the ordinary radio model-approval route.
  • Do not change the use scenario, expand the frequency range or increase transmit power beyond the catalogue conditions.
  • Reassess module, antenna, firmware, enclosure, operating voltage or temperature range and intended-use changes because each can invalidate the recorded match.

Operating conditions

The exemption removes three radio permissions only. It does not remove the underlying interference and product responsibilities.

  • Do not cause harmful interference to lawful stations and do not claim interference protection.
  • Stop use if harmful interference occurs and resume only after it is eliminated.
  • Accept interference in industrial, scientific and medical bands where required.
  • Observe restrictions around aircraft and protected radio astronomy, meteorological radar and satellite earth-station environments.
  • State the matched catalogue clause and use scenario, antenna type and performance, controls, interference limitations, protected-environment conditions, and operating temperature and voltage in the product instructions, including an electronic manual where used.
  • For model remote controls, the announcement prohibits use within 5,000 metres of the centre point of an airport runway.

Historical transitions

The announcement took effect when published on 28 November 2019 and set category-specific production/import cutoffs. These are historical transition points, not recurring deadlines. Legacy equipment lawfully in use under the earlier rules may remain in use until scrapped, but that treatment does not authorize new production or import after the applicable cutoff.

  • 1 January 2020 applied to the specified legacy equipment groups named in the announcement.
  • 1 January 2022 applied to specified civil metering, analogue cordless telephone and 698-787 MHz legacy equipment.
  • Earlier model-approved micro-power equipment could display its approval code during the certificate's validity.
