## EU Energy Efficiency Directive Reporting and Metrics

Build an EED reporting record around the metrics the Directive actually names: enterprise energy use, audit action plans, implementation rates, data-centre KPIs, and EU consumption indicators.

The practical record should show the three-year consumption calculation, whether the enterprise is in the energy-management-system track or the audit track, the responsible owner for the calculation, and the evidence used to support the decision.

- Record which audit recommendations are technically or economically feasible and how the implementation rate will be calculated for annual-report publication.

## Energy-audit metrics and evidence

The audit evidence file should not stop at a completed audit report. Annex VI requires audits to be based on up-to-date, measured, traceable operational energy-consumption data and electricity load profiles where relevant, and to allow validated calculations for proposed measures.

For reporting and internal assurance, the strongest metric set is therefore: source consumption data, boundary of buildings or operations reviewed, recommended measures, feasibility decision, expected savings calculation, action-plan owner, implementation status, and publication status.

## Article 12 data-centre metrics

Use Article 12 when the reporting question concerns owners or operators of data centres. The Directive applies the publication duty to data centres with installed IT power demand of at least 500 kW, unless the defence and civil-protection exclusion applies.

Annex VII gives the minimum monitored and published information. The data record should therefore identify the data centre, owner, operator, operation start date, municipality, floor area, installed power, data traffic, data stored and processed, and last-full-calendar-year performance KPIs.

## EU consumption indicators for context

EU-wide primary and final energy-consumption indicators belong in dashboards and policy context, not in an enterprise-specific Article 11 record unless the enterprise separately maps its own consumption to those indicators. When teams cite EU consumption data, state the unit, reference year, and target-distance method. Eurostat describes primary and final energy consumption as Mtoe indicators drawn from energy balances, with distance to target calculated in absolute Mtoe and relative percentage terms.

- Use final energy consumption for energy consumed by end users, not losses in transformation and distribution.
- Use primary energy consumption when the metric needs energy-system inputs before transformation losses.
- Do not convert Eurostat EU aggregate gaps into company-level compliance gaps unless a separate methodology supports that claim.
