## EU eIDAS Trust Services and Wallet Readiness

Use this hub to apply Regulation (EU) No 910/2014 as amended by Regulation (EU) 2024/1183. It separates notified electronic identification, trust services and qualified status, and European Digital Identity Wallet roles instead of treating every digital identity or e-signature workflow as the same eIDAS question.

Start with the actor and regulated service. Article 2 covers Member State-notified eID schemes, EUDI Wallets provided by or on behalf of Member States, and trust service providers established in the Union. It excludes trust services used exclusively in closed systems created by national law or agreements among a defined set of participants. It also leaves national or Union rules on contract formation, validity, legal obligations, and procedural form requirements untouched.

## EU eIDAS questions this hub helps resolve

- **Scope and role**: Identify the notified eID scheme, EUDI Wallet role, or exact trust service. Record whether the organisation provides the service, seeks qualified status, issues or validates an artefact, or relies on the result.
- **Legal effect and qualified status**: Separate electronic, advanced, and qualified signatures or seals, then prove any qualified claim through the specific service, certificate, creation device, QTSP status, trusted list, and validation evidence.
- **Implementation and dates**: The 2024 amendment entered into force on 20 May 2024. Member States must provide at least one wallet by the end of 2026, and the harmonised relying-party registration rules apply from 24 December 2026. Keep those legal dates separate from ARF versions, pilot milestones, and acceptance duties that depend on the actor and trigger.

## Definitions

### Trust services

Trust services are electronic services normally provided for remuneration that issue or validate specified certificates; create, validate, or preserve electronic signatures, seals, or time stamps; manage remote signature or seal creation devices; provide electronic registered delivery; issue or validate electronic attestations of attributes; archive electronic data or documents; or record electronic data in an electronic ledger. The exact service determines which eIDAS rules apply.

**Why it matters here:** This hub starts with the service because eIDAS does not impose one undifferentiated regime on every identity or signature product. A provider must classify the regulated service before assessing provider duties or qualified status.

### Qualified trust service provider

A qualified trust service provider is a trust service provider that supplies one or more qualified trust services and has been granted qualified status by the competent supervisory body. A commercial claim or certificate alone does not establish that status.

**Why it matters here:** Qualified status changes the applicable requirements and legal effects. Verify the provider and the specific qualified service through the applicable national trusted list rather than assuming that every service from the same provider is qualified.

### European Digital Identity Wallet

**Term:** EUDI Wallet

A European Digital Identity Wallet is an electronic identification means that lets its user securely store, manage, and validate person-identification data and electronic attestations of attributes, provide them to relying parties or other wallet users, and sign by means of qualified electronic signatures or seal by means of qualified electronic seals.

**Why it matters here:** Wallet providers, identity-data providers, attestation providers, and relying parties have different responsibilities. The wallet definition does not make every service provider a relying party or require every private service to accept a wallet.
