## EU CSDDD Scope, timeline and due diligence guide

This hub explains the CSDDD as amended by Directive (EU) 2026/470: who remains in scope, when national rules apply, and how to build the required risk-based due diligence system.

As of July 2026, the binding 2026 amendment has replaced the earlier Omnibus proposal and 2025 stop-the-clock schedule. Recheck old scope, climate-plan, penalty, and civil-liability assumptions before relying on them.

[Plan due diligence](/contact.md)

## What this CSDDD hub helps you pin down

- **Scope route**: Check the amended thresholds: generally more than 5,000 employees and EUR 1.5 billion worldwide turnover for EU companies, or more than EUR 1.5 billion EU turnover for third-country companies, including relevant ultimate-parent analysis.
- **Chain of activities**: Separate upstream production and service inputs from covered downstream distribution, transport, and storage so supplier mapping, contract requests, and complaints intake use the right perimeter.
- **Due diligence system**: Translate the amended legal duties into policy, scoped risk mapping, prioritisation, prevention and corrective action, remediation, stakeholder engagement, complaints, monitoring, and annual communication records.

- **Scope test**: Use the binding Directive (EU) 2026/470 thresholds, not the superseded EUR 450 million and 1,000-employee general route or the original lower franchise and licensing thresholds.
- **Due diligence duties**: Build from Article 7 policy integration through Article 8 mapping, Article 9 prioritisation, Articles 10 and 11 action plans, Article 12 remediation, Article 14 complaints, Article 15 monitoring, and Article 16 communication.
- **Reporting and enforcement**: Prepare the Article 16 annual statement, supervisory responses, substantiated-concern handling, national penalties, and national civil-liability analysis. Directive (EU) 2026/470 removed the standalone CSDDD climate-transition-plan duty and replaced the old 5% rule with a 3% maximum-limit requirement.

Start with amended scope and dates, then move through chain boundaries, due diligence, complaints, remediation, reporting, and national enforcement.

Read it together with Directive (EU) 2026/470 because the 2026 amendment changed scope, duties, reporting, enforcement, civil liability, and dates.

## Choose the next CSDDD decision

Start with the law as amended in 2026. Once scope and timing are documented, move to chain boundaries, due diligence action, evidence, reporting, enforcement, or a focused comparison.

### 1. Start here: current law, scope, and dates

Avoid building on the superseded 2024 thresholds or 2025 schedule. Establish the entity, current threshold route, application date, and chain boundary first.

1. [CSDDD Applicability Test After 2026 Changes](/artifacts/eu/corporate-sustainability-due-diligence-directive/applicability-test.md): Test CSDDD scope after Directive (EU) 2026/470 using the current EU and third-country thresholds, parent-company rules, exclusions, dates, and evidence.
2. [CSDDD Scope Thresholds After 2026](/artifacts/eu/corporate-sustainability-due-diligence-directive/scope-thresholds-and-in-scope-groups.md): Understand amended CSDDD thresholds for EU and non-EU companies, group scope, exclusions, two-year evidence, and the 2029 application date.

Track the binding schedule after Directive (EU) 2026/470, including 2027 and 2028 guidance, 2028 transposition, 2029 application, Article 16 reporting, ESAP submission, and the 2031 review.

## Turn the CSDDD scope and duty map into accountable work

This CSDDD hub connects the amended scope and dates to chains of activities, adverse-impact records, complaints, remediation, monitoring, annual statements, and national enforcement.

- Assign scope review by legal entity, group, franchise or licensing arrangement, and non-EU turnover exposure.
- Create chain-of-activities records that distinguish upstream inputs from covered downstream distribution, transport, and storage.
- Track due diligence actions from policy integration through risk assessment, prioritisation, prevention, corrective action, remediation, stakeholder engagement, complaints, monitoring, and communication.
- Keep Article 16 reporting, supervisory-response evidence, and national civil-liability analysis connected to the same workstream; do not present the removed Article 22 duty or superseded 5% rule as current CSDDD law, and account for the amended 3% maximum limit.

- [Open ESG Compliance](/solutions/esg-compliance.md): Manage amended CSDDD scope, chain mapping, due diligence actions, complaints, monitoring, and annual communication in one evidence workflow.
- [Open Assessment Autopilot](/solutions/assessment.md): Turn CSDDD articles, thresholds, and cited duties into owned checks, evidence requests, and review checkpoints.
- **Download timeline**: Coordinate guidance, 2028 transposition, 2029 application, Article 16 reporting, and ESAP planning from the current timeline.
- [Talk through implementation](/contact.md): Review scope exposure, chain-of-activities data, due diligence governance, complaints handling, and whether retained climate-plan work has a separate current basis.
