# China telecom and wireless equipment requirements

China network access, radio management, micro-power equipment, and mobile terminal app requirements for connected-device launch teams.

## China Telecom and Wireless telecom and wireless equipment requirements

Use this route map to decide whether a China launch needs telecom network access permission, radio model approval, a catalogue-based micro-power route, mobile-terminal app controls, or several tracks in parallel.

China does not offer one universal connected-device approval. MIIT's telecom equipment management measures and radio notices set separate binding routes, while MIIT service guides and official interpretations explain how to apply them. Classify the public-network function, radio transmitter, frequency band, deployment and mobile-terminal software separately, then combine the resulting evidence in one model-specific launch file.

## Start with four separate trigger questions

A product can fall into more than one track. A radio module does not by itself answer whether the finished equipment is in the telecom network-access catalogue, and a micro-power classification does not decide the mobile-terminal app rules. Record yes, no or unresolved for each route; an unresolved catalogue, transmitter or deployment fact is a release blocker until the responsible engineering or regulatory owner closes it.

- Will the equipment connect to a public telecom network as terminal equipment, radio communication equipment or interconnection equipment? Check the current MIIT catalogue and the reforms effective 1 March 2023: 11 named equipment types stopped accepting new permit applications, while satellite internet and functional-virtualization equipment entered the system.
- Does the product transmit radio signals? Identify every band, power level, antenna design and intended environment before deciding the radio approval route.
- Does a transmitter fit an item and every technical condition in the micro-power catalogue? Only then use the catalogue-based exemption.
- Is it a mobile smart terminal that connects to a public mobile network, has an operating system and lets users install and uninstall apps? If so, assess preinstallation and distribution duties.
- Will a 2400 MHz or 5800 MHz wireless LAN access point, broadband-access central station or point-to-point station be outdoors above the applicable EIRP threshold? If both facts are present, assess the provincial radio station licence.

## Obligations follow the selected route

For in-scope telecom equipment, obtain the MIIT network access permit or trial approval before public-network use and domestic sale, then keep the permitted product consistent. For radio equipment, apply the separate model-approval and band rules. For qualifying micro-power devices, preserve the catalogue analysis even though frequency, station and model approvals are not required under MIIT Announcement No. 52. A permit is generally valid for three years; the reform effective 1 March 2023 gives trial approvals a two-year validity period.

- Network access: prepare the application, Chinese supporting materials, model-approval certificate for radio transmitting equipment, test evidence and any required three-month China network or designated simulated-network trial; apply through the MIIT platform.
- 2400/5100/5800 MHz: meet the applicable RF, antenna and interference-avoidance requirements; 5100 MHz use is indoor only and excludes use inside automobiles.
- Mobile terminals: disclose app name, function, removal method, developer, permissions and personal-information practices. From 1 January 2023, only the listed basic-function categories may use non-removable treatment, with at most one non-removable app for each basic function.
- Treat the new network access permit mark, radio model approval and software-build evidence as separate release gates. New marks may be shown electronically, printed or attached by label under the approved design-use plan.
- For a complete network-access application, distinguish the 60-day legal review period from MIIT's 15-working-day administrative commitment after acceptance. Expert-review time can sit outside the legal review period, so project planning should also allow time for testing, any three-month network trial, corrections and formal acceptance.

## Evidence and change control

Build the evidence around a specific model and China software build. A generic corporate policy cannot show which approvals and controls apply to that release.

- Equipment catalogue and route decision, including the facts and cited source used.
- Network-access application, testing or trial reports, decision, mark and certificate-expiry date.
- Radio band matrix, RF reports, antenna configuration, model-approval or micro-power conclusion, and station-license analysis where deployment facts require it.
- Preinstalled-app list, user disclosures, consent and uninstall tests, distribution-platform due diligence, complaints and software-change reports.
- Reopen the file for hardware, exterior, radio-module, antenna, band, power, software, preinstalled-app, applicant or manufacturer changes. Under the 2023 product-family rules, adding or changing a contract manufacturer or making a technical or exterior change that does not affect the main function or core components may be handled by online filing; a change to licence particulars follows the prescribed information-change process.

## What this hub does not establish

These telecom, radio and preinstalled-app checks do not establish that the product has completed China cybersecurity, privacy, product-safety, cryptography, RoHS or sector-specific reviews. They also do not establish approval for a hardware, antenna, firmware or deployment variant that was not covered by the recorded model facts and evidence.

- Do not describe a network access permit as radio approval.
- Do not describe micro-power status as a general product-compliance exemption.
- Do not infer a precise fine where the cited service guide or notice states only the approval duty or refers to enforcement under other law.
