# 2400MHz, 5100MHz and 5800MHz radio equipment rules

Band-specific China radio management requirements, implementation timing, and equipment evidence for products using these bands.

## China Telecom and Wireless 2400MHz, 5100MHz and 5800MHz radio equipment rules

Apply the China-specific band, antenna, interference, IPv6, model-approval, station-licensing and transition rules for equipment operating in 2400-2483.5 MHz, 5150-5350 MHz or 5725-5850 MHz.

MIIT Notice No. 129 of 2021 governs 2400-2483.5 MHz, 5150-5350 MHz and 5725-5850 MHz as shared bands; it does not grant exclusive spectrum use. Identify the exact frequency, whether the product is radio transmitting equipment or a non-telecom industrial, scientific or medical device, antenna, EIRP, IP-address function and deployment environment before deciding model approval, technical controls and station licensing.

## Permitted uses and product approval

2400 MHz supports uses including wireless LAN, Bluetooth and point-to-point systems; 5100 MHz supports broadband wireless access including wireless LAN but is indoor-only and excludes automobiles; 5800 MHz supports broadband wireless access, point-to-point and electronic toll collection. The official interpretation identifies mobile terminals, household appliances, smart-vehicle products, wearables and healthcare electronics as representative products, but the finished equipment's transmitter and use still control the route.

- RF units and antennas must be integrated or synchronously matched; users must not substitute antennas or add RF power amplifiers without authorization.
- Obtain radio transmitting equipment model approval unless the equipment qualifies as micro-power short-range equipment or is a non-telecom industrial, scientific or medical device that produces RF energy for an industrial, scientific, medical or similar purpose. For 2400 MHz and 5800 MHz micro-power treatment, document the applicable F-class or G-class conditions in MIIT Announcement No. 52.
- Applications from 15 October 2023 must use the notice's technical requirements.

## Technical and interference controls

Equipment must meet the notice's attached RF and interference-avoidance requirements. The available avoidance methods include listen-before-talk, monitoring and avoidance, or an equivalent-occupancy method that adapts duty cycle and transmit power to keep equivalent occupancy no higher than 10 percent; record the method implemented in the production firmware.

- 5250-5350 MHz equipment requires dynamic frequency selection with no off option. Transmit power control must span at least 6 dB; equipment without TPC must reduce the stated EIRP and EIRP spectral-density limits by 3 dB.
- Wireless LAN equipment with a public-IP-address allocation function must support IPv6 and enable IPv6 address allocation by default. Where national information-security requirements apply, air-interface access control must also meet the GB 15629 wireless-LAN security series.
- 5100 MHz stations must remain at least 3 km from the identified co-channel satellite earth stations.
- Unlicensed stations cannot generally claim interference protection and must stop if they cause harmful interference until it is eliminated.

## When a station licence is required

Model approval concerns the equipment. A station licence is a separate deployment decision.

- A provincial station licence is required only when both conditions are met: the wireless LAN access point, broadband-access central station or point-to-point station is outdoors, and EIRP exceeds 20 dBm in 2400 MHz or 30 dBm in 5800 MHz.
- If either cumulative condition is absent, or the equipment is another use covered by the notice, the notice treats the deployment by reference to terrestrial public mobile-terminal management and does not require a station licence. Other sector or location rules may still apply.
- Record the actual deployment environment and power; do not decide this from laboratory certification alone.

## Transition treatment

The notice took effect on 1 January 2022 but provided a two-year product transition.

- Before 15 October 2023, equipment meeting prior rules but not the new technical requirements could still seek model approval or extension under the prior rules.
- Equipment already put into use under the transition may continue until scrapped.
- Model-approval validity governs production, import, sale and use in China; it does not impose a separate end date on consumers' use of already-deployed equipment.
