# What evidence is needed for a network access permit?

China network-access permit evidence: Chinese application forms, applicant and manufacturer records, quality evidence, product description, test or certification records, and any required network-trial file.

*Question* *China*

## What evidence is needed for a network access permit? Direct answer

The core file contains the MIIT application form, applicant and manufacturer evidence, quality-system and after-sales information, a product description, and an accepted test report or product certificate. Some equipment also needs a technical plan and at least three months of network-trial evidence.

The exact checklist depends on the current MIIT equipment-directory entry and applicant structure. Foreign manufacturers apply through a Chinese agent and provide registration and authorization records.

The exact evidence for a network access permit depends on the equipment's current MIIT directory entry, the applicant and manufacturer relationship, and whether the equipment needs a network trial or expert review. The standard file is in Chinese and includes the official application form, corporate and agency records, applicant and manufacturer capability information, quality-system evidence, a technical product description, and an accepted test report or product certification certificate. Wireless communication equipment, interconnection equipment and new telecom equipment also require a technical plan and a report from at least three months of testing on a Chinese telecom network or an MIIT-designated simulated network.

## Definitions

### China telecom equipment network access permit

**Term:** network access permit

A network access permit is MIIT's approval for a listed model of telecom terminal equipment, radio communication equipment, or interconnection equipment that will connect to a public telecommunications network or be sold in China. The application and approval belong to the finished model, not merely to a radio module or marketing product family.

**Why it matters here:** Build the evidence file from the current equipment-directory entry and the exact submitted configuration. Keep the permit file separate from radio model approval and any deployment-specific radio station licence, even when one certificate is submitted as evidence for another process.

### Pre-application network trial

**Term:** network trial

A network trial is at least three months of testing on a telecommunications network in China or an MIIT-designated simulated test network for covered wireless communication equipment, interconnection equipment, and new telecom equipment. The filing includes an overall technical plan and a report from the trial unit.

**Why it matters here:** The trial is applicant preparation before approval, not part of MIIT's stated review period. The current directory entry determines whether the product also needs expert review of the plan, trial report, or test report.

## Short answer

Use the current equipment-directory entry to confirm the product name, applicable standards, required test scope and whether expert review applies. Do this before commissioning tests because a marketing name or radio module approval does not establish the finished product's network-access category.

All application materials must be in Chinese. A certificate or licence originally issued in another language needs a Chinese translation. Applications are submitted online through the MIIT network-access system; if the applicant does not use an electronic signature, the signed and sealed paper application form must reach MIIT by the time the decision is collected.

- Application and legal identity: the official application form; the domestic applicant's business licence, or the foreign applicant's registration record; and, for a foreign applicant, the Chinese agent's licence and authorization letter.
- Organization and quality: an applicant profile covering production conditions, instruments, quality assurance and after-sales measures; records for any legally required repair, replacement and return responsibilities; and the manufacturer's quality-system certificate or qualifying audit report.
- Product and conformity: functions, performance indicators, block diagram, internal and external photographs, instructions, and a test report or product certification certificate from a recognized qualified body.
- Conditional trial file: for wireless communication, interconnection or new telecom equipment, the overall technical plan and the trial body's report covering at least three months of network testing.

## Control the application and approved model

Retain the submitted version of every document, the online receipt, any correction request and response, expert-review materials when MIIT uses that process, the decision, and the final licence or trial approval. The statutory service guide states a 60-day decision period after receipt of an application, with expert review taking up to 45 days outside that period. MIIT's 2023 reform separately states a 15-working-day administrative commitment after acceptance, except where a lawful reason prevents it; plan around the official case status rather than treating either period as a guaranteed launch date.

After approval, keep the commercial product consistent with the approved model. Record the new network-access mark design and placement, licence number and validity, associated product data, and any modification or manufacturer change. Since 1 March 2023, a new or changed contract manufacturer and a technical or appearance change that does not alter main functions or core components can be filed online without new testing or a new permit; a change to information shown on the licence follows the licence-change process.

- Link every test sample, report, photograph, software version, antenna and hardware configuration to the exact model submitted.
- Record why a network trial and expert review do or do not apply, with the current directory entry used for that decision.
- Keep the licence or trial approval, new network-access mark approval and associated data, public query result, expiry date, and renewal or change filings.
- Treat the 2023 reforms as controlling where the older service-guide wording differs: trial approvals now have a two-year validity period, and qualifying product-family changes use online filing.
