## Does my connected device need a China network access permit? Direct answer

Not every connected device needs a permit. A finished model is in scope only when it connects to a public telecom network, falls within a regulated telecom-equipment category, and remains in the current MIIT licensing directory.

Check the finished product rather than its marketing label or radio module. MIIT removed 11 equipment types from new licensing in 2023 and added satellite internet and functional-virtualization equipment.

Not every connected device needs a China network access permit. The finished model must connect to a public telecom network, qualify as telecom terminal equipment, radio communication equipment or equipment involving inter-network connection, and appear in the current MIIT licensing directory. A Wi-Fi, Bluetooth or cellular feature can be relevant, but connectivity alone does not answer the question. MIIT's reforms effective 1 March 2023 also removed 11 named equipment types from new permit approval and added satellite internet and functional-virtualization equipment to the licensing system.

**Term:** network access permit

A network access permit is MIIT's approval for a listed model of telecom terminal equipment, radio communication equipment, or interconnection equipment that will connect to a public telecommunications network or be sold in China. The current equipment directory and the finished model's function control scope; a marketing label or approved radio module does not decide it.

**Why it matters here:** If the finished model is covered, obtain the permit or applicable network trial approval before public-network connection or domestic sale. Keep radio model approval and any radio station licence as separate decisions.

## Short answer

Start with the product's intended network connection and function. Telecom terminal equipment connects at the end of a public telecom network; radio communication equipment connects to that network by radio; interconnection equipment supports interconnection between different operators' networks or different telecom-service networks. Then match the exact finished equipment name to MIIT's current directory.

Do not rely on an old directory extract. Since 1 March 2023, MIIT no longer accepts new permit applications for 11 types: fixed telephone terminals, cordless telephone terminals, group telephones, fax machines, modems including cards, radio pagers, narrowband ISDN terminals, multimedia terminals accessing mobile networks, frame-relay switches, ATM switches and call-centre equipment. Their manufacturers instead have standards-disclosure and quarterly new-product reporting duties under the reform notice.

- Identify the finished model, its user and network interfaces, the public network it will access, and whether it performs a terminal, radio-communication or interconnection function.
- Record the exact current MIIT directory name, applicable standards and the source date used for the classification.

## If the finished model is covered

A covered model needs MIIT approval before it is connected to a public telecom network or sold in China. The ordinary result is a network access permit. New telecom equipment that is regulated but lacks a formal national or industry standard may follow the network trial approval route; the 2023 reform gives that approval a two-year validity period.

The application file includes Chinese application and corporate records, quality and after-sales evidence, a technical product description, and an accepted test report or product certificate. Wireless communication equipment, interconnection equipment and new telecom equipment also require a technical plan and at least three months of network-trial evidence. MIIT may use expert review for those categories.

- Keep the scope memo tied to the model, hardware, software, radio modules, antennas and intended public-network connection.
- Retain the directory entry, test plan and reports, application version, receipts and corrections, expert-review file if used, final permit or trial approval, and licence validity.
- Assess radio transmitting equipment model approval and any station licence separately. A network access permit does not decide radio compliance, and a module's radio approval does not decide the finished product's network-access status.
- Reassess a change to main functions, core components or licence information. The 2023 product-family reform allows online filing for narrower changes that do not alter main functions or core components.
