# China telecom and wireless launch checklist

Release-gate checklist for China network access permits, radio band rules, micro-power equipment and preinstalled mobile apps.

## China Telecom and Wireless telecom and wireless launch checklist

A release-gate checklist for classifying the finished model, selecting each applicable China approval route, collecting evidence and reopening the decision after product or software changes.

Complete each applicable track independently and assign an owner to every yes, no or unresolved decision. A single connected product may need a network access permit, radio model approval, a deployment-specific station licence and mobile-terminal app controls at the same time. Do not release while a route remains unresolved.

## 1. Freeze the product facts

The manufacturer or China applicant should freeze the facts for the finished model and China build before asking a laboratory or supplier which certificate is needed. The expected evidence is a dated model dossier approved by engineering and regulatory owners.

- Legal manufacturer, applicant or China agent, production site and model identifier.
- Public-network interfaces and intended telecom functions.
- Every radio module, band, channel, output power, antenna and indoor/outdoor use case.
- Operating system, preinstalled apps, app-distribution channel and whether users can install and uninstall apps.
- Evidence that supplier certificates, reports and module settings cover the finished product configuration rather than only a component or different regional variant.

## 2. Decide and execute each route

The regulatory owner should write a separate yes, no or unresolved conclusion for network access, radio model approval, micro-power treatment, station licensing and mobile-terminal apps. Each conclusion needs the controlling source, product facts, approver and next action.

- Check the current MIIT telecom equipment catalogue and the 2023 reform notice. Eleven named equipment types no longer accept new permit applications, while satellite internet and functional-virtualization equipment were added to the system.
- For 2400/5100/5800 MHz transmitters, verify band, RF, antenna, TPC/DFS, interference-avoidance and IPv6 requirements that apply to the product.
- Use the micro-power route only when the equipment is listed and meets every catalogue condition.
- For a covered mobile terminal, classify each preinstalled app under the closed basic-function list effective 1 January 2023, then approve user notices, consent behavior, removability and preinstalled-app consistency before release.
- For an outdoor 2400 MHz or 5800 MHz access point, broadband-access central station or point-to-point station, compare EIRP with 20 dBm or 30 dBm respectively. Both the outdoor condition and the applicable threshold exceedance must be present before this notice requires a provincial station licence.

## 3. Hold the launch evidence

The launch owner should not release on a supplier statement alone. The file should let another reviewer reconstruct every conclusion and match the production unit to the approved or tested configuration.

- Signed route matrix with source, owner, date and unresolved assumptions.
- Application materials, Chinese translations, test reports, review correspondence, permit or trial approval, and the approved design and placement evidence for the new network access permit mark.
- Radio test configuration, antenna bill of materials, model approval or micro-power rationale and any station license.
- China app inventory, permission and personal-information notices, uninstall and upgrade-restoration tests, complaint channel and change-report decision.

## 4. Calendar changes and renewals

The certificate owner should calendar the permit and change dates. Network access permits are generally valid for three years. Since 1 March 2023, trial approvals for in-scope new equipment without national or industry standards are valid for two years. Apply again three months before a permit expires when production and sale will continue.

- Classify technical, exterior, contract-manufacturer and certificate changes under the 2023 product-family rules. Changes that do not affect the main function or core components may require an online filing rather than new testing or a new permit; changes to licence particulars require the prescribed information-change procedure.
- Reassess any radio module, antenna, band, power or deployment change.
- Report newly added preinstalled apps or major function changes where the mobile-terminal provisions require it.
- Recheck the current telecom equipment catalogue and governing source before a new model, renewal or material variant; catalogue and technical-rule changes can reopen a conclusion even when the hardware did not change.
- Do not use the historical 2020, 2022 or 2023 transition dates as recurring annual deadlines.
