## China RoHS RoHS deadlines and compliance calendar

Use the legal dates and product-change triggers to schedule China RoHS review before production, import, or sale.

The Measures took effect on 1 July 2016, SJ/T 11364-2024 took effect on 1 April 2025, the 2026 catalogue replaced the 2018 documents on 28 May 2026, and major catalogue and GB 26572-2025 changes arrive on 1 August 2027. There is no universal annual filing or renewal date.

China RoHS has a fixed commencement date, a current marking-standard date, catalogue replacement and product-specific implementation dates, and a conformity-standard transition. Most product work is still tied to production, import, sale, or change rather than an annual filing. Use this calendar to identify the affected model and actor, the legal or technical trigger, the required action, and the evidence due at each gate.

## The dates that control the first decision

Order No. 32 promulgated the Measures for Restriction of Hazardous Substances in Electrical and Electronic Products on 6 January 2016. The Measures took effect on 1 July 2016, when the 2006 Administrative Measures for Control of Pollution Caused by Electronic Information Products were repealed.

The Measures apply to producing, selling, and importing covered electrical and electronic products within the People's Republic of China. A covered product is equipment, or a supporting product, that relies on current or electromagnetic fields or is designed to generate, transmit, or measure them, at rated voltages no higher than 1,500 V DC or 1,000 V AC. Equipment for generating, transmitting, or distributing electrical energy is excluded from that definition.

A date shown on a government webpage may be the page's posting or update date. It does not replace the promulgation or effective date stated in the legal text.

- 6 January 2016 - promulgation: the eight named authorities issued Order No. 32.
- 1 July 2016 - commencement: the Measures became effective and the 2006 measures were repealed.
- 1 April 2025 - marking-standard change: SJ/T 11364-2024 took effect and replaced SJ/T 11364-2014.
- Before a China release - scope gate: determine whether the product and the relevant activity in China fall within Articles 2 and 3.
- Before a China release - catalogue gate: check the applicable compliance-management catalogue, restriction implementation date, exceptions, and conformity-assessment requirements.

## Release and change calendar

The Measures do not state a recurring annual filing, renewal, or reporting deadline. The operational calendar should instead follow the activity and actor: design and production controls before manufacture, importer checks before import, and seller checks before sale.

For products placed on the market, producers and importers must provide the hazardous-substance information required by Article 13 and mark the environmental protection use period under Article 14. If product size, shape, surface material, or function prevents marking on the product, the required information may be stated in the product instructions as those articles provide.

The producer or importer determines the environmental protection use period. It is a product marking decision, not a recurring renewal date under the Measures.

- Before design approval: identify applicable mandatory, national, or industry standards and document the material, technology, and process controls used for the design.
- Before production release: confirm that the product, materials, technology, processes, and packaging meet the duties that apply to the producer.
- Before import: confirm the importer's product, packaging, disclosure, marking, catalogue, and conformity-assessment obligations.
- Before sale: confirm that the seller is not offering a product that violates the applicable hazardous-substance standards.
- After a supplier, component, material, process, packaging, product-instruction, model, or intended China route changes: reassess the affected scope, substance, marking, and catalogue conclusions.

## Catalogue dates are a separate branch

Article 3 defines the compliance-management catalogue as the instrument that identifies product categories, restricted substances, restriction timing, and exceptions. Articles 17 and 18 provide for catalogue management and conformity assessment. The 2016 Measures do not themselves list a single implementation date for every catalogue product.

The 2026 catalogue and exception list took effect on 28 May 2026 and replaced the 2018 first-batch documents. The ten continuing product groups remained in the catalogue route. The 23 newly added groups and expanded portions of existing ranges generally enter the catalogue controls on 1 August 2027, but the official entry and product-specific implementation date control each model.

For each product, record the exact product category, product-range match, restricted substances, implementation date, exception, limit standard, assessment route, and platform record. Do not copy a date from another category or treat the Measures' 1 July 2016 commencement as the restriction date for every catalogue entry.

The conformity-standard transition is separate again. From 1 January 2026 through 31 July 2027, catalogue-product conformity assessment may use GB/T 26572-2011 with Amendment 1 or GB 26572-2025. A product assessed only to unamended GB/T 26572-2011 and still leaving the factory or being imported from 1 January 2026 must convert by 1 January 2027. GB 26572-2025 becomes mandatory on 1 August 2027.

- Not in the applicable catalogue: the general design, production, import, packaging, marking, disclosure, and sales provisions may still apply when the product is otherwise in scope.
- In the applicable catalogue: identify the entry's restriction implementation date and exceptions, then confirm the substance-limit standard and conformity-assessment route.
- 28 May 2026 - catalogue replacement: use the 2026 catalogue and exception list, not the repealed 2018 versions.
- 1 January 2027 - conversion deadline: complete the required conversion for continuing products assessed only to unamended GB/T 26572-2011 and still leaving the factory or being imported.
- 1 August 2027 - major implementation date: GB 26572-2025 becomes mandatory, and the newly added catalogue groups and expanded ranges generally enter the catalogue controls.
- Unclear match: do not assume inclusion or exclusion from a similar product name; retain the technical facts and official material used for the classification.

## Evidence and ownership for each dated gate

A useful compliance calendar identifies the legal trigger, affected product and actor, required action, owner, source, due date, and completion evidence. Label an internally selected review or approval date as a company control, not a statutory China RoHS deadline.

Retain enough product-specific evidence to reconstruct the release decision. A supplier declaration can support the file, but it does not replace the producer's, importer's, or seller's own duty under the Measures.

- Scope record: product function, rated voltage, supporting-product analysis, China activity, and any power-generation, transmission, or distribution exclusion.
- Substance record: bill of materials, supplier declarations, test or analytical evidence where used, and the applicable standard or catalogue limit.
- Market information record: approved hazardous-substance disclosure, component-location information, recycling information, impact statement, and placement on the product or in its instructions.
- Use-period record: producer or importer determination, method or guidance used, approved mark, and placement decision.
- Catalogue record: official entry, implementation date, exceptions, applicable limit standard, conformity route, result, and release approval.
- Change record: the changed fact, impact assessment, updated evidence, decision owner, and approval date.

### Does China RoHS require an annual filing or renewal?

The 2016 Measures do not state a universal annual filing, renewal, or recurring reporting deadline. Compliance work follows production, import, sale, catalogue implementation, and relevant product or supplier changes. A separate official catalogue or conformity-assessment instrument may impose product-specific timing, so check the material applicable to the product.

### Is 1 July 2016 the substance-limit deadline for every covered product?

No. That is the effective date of the Measures. The compliance-management catalogue can specify product categories, restricted substances, restriction timing, and exceptions. For a listed product, use the applicable catalogue entry and conformity-assessment material to determine the product-specific restriction date and route.

### What should trigger an out-of-cycle China RoHS calendar review?

Review the calendar before release when the product function, rated voltage, China activity, legal actor, supplier, material, component, process, packaging, marking, instructions, environmental protection use period, catalogue entry, exception, standard, conformity result, or platform submission changes. Also review it when an authority publishes a new catalogue, exception list, standard, transition notice, or product-specific implementation date.
