Match each China e-waste violation to the actor, correction order, fine range, and permit consequence.

The largest express fine in the State Council e-waste regulation is RMB 500,000 for treatment without qualification. Other breaches can bring correction orders, confiscation of illegal income, fines up to RMB 30,000 or RMB 50,000, and suspension, revocation, or recovery of a treatment certificate.

China's e-waste sanctions depend on the actor and violation. A producer or importer can be fined for missing product information. A collector must send recovered covered waste to a qualified treatment enterprise unless the collector holds the treatment qualification. The State Council regulation applies to recovery, treatment, and related activities for discarded products listed in the national Waste Electrical and Electronic Product Treatment Catalogue. Treatment includes dismantling, extracting material for raw material or fuel, changing physical or chemical characteristics to reduce volume or hazardous constituents, and final placement in a compliant landfill. Repair, refurbishment, and resale after repair or refurbishment are excluded from this definition.

Collection and treatment are different roles. A collector without a treatment qualification must transfer recovered covered waste to a qualified treatment enterprise. An enterprise may treat covered waste only when its certificate covers the facility, waste category, equipment and operating parameters, and capacity involved. The State Council regulation separately provides for a province-approved centralized treatment site with required centralized pollution-control facilities; location in an industrial park alone does not establish that status.

- Producer, import consignee, or agent: responsible for specified hazardous-substance content and recovery information on the product or in its instructions.
- Seller, repair business, or after-sales service provider: must display recovery and treatment reminder information prominently at its business premises.
- Collector: may collect covered waste, but needs a qualification to treat it and otherwise must transfer it to a qualified treatment enterprise.
- Treatment enterprise: must operate within its certificate and comply with pollution-control, monitoring, data, reporting, change, and downstream-treatment rules.
- Contracting business: should verify the certificate and handoff route; a collection invoice alone does not establish qualified treatment.
